Today Pic is a windows 10 universal app that shows you the Bing Picture of the day. You can download it, set as wallpaper or set as lock screen wallpaper. You can also set the nation and the orientation (landscape or portrait).

If you run this app on your phone, you can even preview how the new picture will look like with your opacity settings.
