A web wrapper? Why not develop a beautiful metro / modern Windows phone app? Vsoft unofficial TED Mobile app includes offline viewing and a much better user experience.

TED gives insight into today's popular guest speakers. TED offers a wide range of thought-provoking ideas and allows you to decide which speakers you feel most fits your thought pattern.

Quite horrible app. Way too slow even on my Lumia 1020, no way to search talks, no offline mode, no way to listen only to talks. I recommend "TED Mobile" instead. And TED better cooperates with one of the unofficial TED developers than continuing this dreadful app.
